Objectives of the Anti-Ragging Cell
The Anti-Ragging Cell of Mangala College of Speech & Hearing is committed to maintaining a safe, respectful, and inclusive educational environment for all students. The objectives of the cell are:
- To create awareness among students about the harmful and dehumanizing effects of ragging.
- To prevent the occurrence and recurrence of ragging through continuous vigilance and monitoring.
- To promptly address and take strict action against any incidents of ragging reported within or outside the campus.
- To promote a culture of mutual respect, discipline, and professional conduct among students.
- To ensure that every student feels secure, valued, and supported throughout their academic journey.
Functioning of the Anti-Ragging Cell
Ragging in any form is strictly prohibited at Mangala College of Speech & Hearing. The prohibition extends to all areas of the institution, including classrooms, laboratories, library, corridors, canteen, hostels, campus premises, and any location associated with academic or extracurricular activities.
In accordance with the directives of the Hon’ble Supreme Court of India, University Grants Commission (UGC) Regulations, and applicable anti-ragging laws, the institution has implemented the following measures:
Anti-Ragging Measures
- Constitution of an Anti-Ragging Committee and Anti-Ragging Squad.
- Mandatory submission of Anti-Ragging Affidavits by students and parents at the time of admission.
- Display of Anti-Ragging Committee members’ contact details on notice boards and student information areas.
- Awareness programs and orientation sessions for newly admitted students regarding the consequences of ragging.
- Continuous monitoring of student activities within the campus and hostels.
- Immediate reporting and investigation of any complaints related to ragging.
- Strict disciplinary action against individuals found guilty of ragging or supporting ragging activities directly or indirectly.
UGC Regulations on Ragging
As per the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, ragging is a criminal offence and is strictly prohibited. The regulations were framed in compliance with the judgment of the Hon’ble Supreme Court of India to eliminate ragging from educational institutions across the country.
Ragging includes one or more of the following acts committed by an individual or group of students:
- Any act of indiscipline, teasing, bullying, or rude behaviour.
- Any activity that disrupts academic activities or institutional discipline.
- Any action causing mental stress, fear, embarrassment, humiliation, or psychological harm.
- Any form of financial extortion or forced expenditure.
- Physical abuse, assault, injury, or acts endangering health and safety.
- Verbal abuse, offensive language, insults, threats, emails, messages, or social media harassment.
- Any act that violates an individual’s dignity or fundamental rights.
- Wrongful confinement, intimidation, coercion, molestation, or unlawful acts.
- Any conspiracy, participation, or encouragement of ragging activities.
Punishments for Ragging
Any student found guilty of ragging within or outside the campus may face one or more of the following disciplinary actions:
- Suspension from attending classes and academic activities.
- Debarring from examinations or withholding examination results.
- Withdrawal of scholarships, awards, and other student benefits.
- Suspension from the institution for a specified period.
- Cancellation of admission.
- Debarring from representing the institution in cultural, sports, or academic events.
- Suspension or expulsion from the hostel.
- Rustication from the institution for one or more semesters.
- Expulsion from the institution and restriction from seeking admission to other institutions.
- Imposition of fines as per applicable regulations.
- Legal action under relevant laws and regulations.
Collective Punishment
In cases where the individuals involved in ragging cannot be identified, the institution reserves the right to impose collective punishment on the concerned group or batch. This measure serves as a deterrent and encourages students to uphold a ragging-free campus culture.
Mangala College of Speech & Hearing maintains a zero-tolerance policy towards ragging and is dedicated to fostering a safe, supportive, and professional learning environment for all students.
